Joseph M. Tate, President

As president and co-founder of TEST, Inc., Joe brings with him over 35 years experience in the electrical power service industry.  He has in-depth knowledge of electrical power systems, turnkey engineering projects, project management and design implementation, along with extensive installation and start-up experience spanning power transformers and switchgear systems through induction heating and static var compensation systems.  Joe started at Westinghouse as a field service engineer, then moved to ABB with positions from field service manager to vice president of the projects and services division.  His last position in the corporate world was with Ohio Transformer as the vice president of field service operations.  Joe has a BS in engineering science from Penn State University, and resides with his family in Parma, OH.

Thomas E. Ruhe, Vice President

As vice president and co-founder of TEST, Inc., Tom brings with him over 35 years experience in the electrical power service industry.  Tom spent four years as a service engineer for McGraw Edison Power Systems Division before joining Gould Brown Boveri (currently ABB), where he gained extensive electrical power knowledge and experience from his positions as sales engineer through regional service operations manager.  He has in-depth knowledge of electrical power systems from the design through installation, start-up and maintenance functions.  Tom holds a BSEE from the University of Pittsburgh, and has earned his EIT certificate.  Tom and his family reside in Westlake, OH.

Daniel E. Leckey, Director of Quality

Dan brings with him over 20 years experience in the electrical power service industry, with the majority of service spent in the development and implementation of the nuclear quality refurbishment programs of ABB, Grand Eagle and Waukesha Electric Systems. Positions held include field service technician, nuclear quality manager, corporate nuclear quality manager and operations manager of the circuit breaker services group.  Dan brings with him strong technical knowledge on a variety of power circuit breakers, and extensive experience on nuclear quality assurance programs.  Dan and his family reside in North Ridgeville, OH.

Daivd L. Kenyon, Senior Field Technician

Dave brings with him over 45 years experience in the electrical power service and maintenance industry.  He spent the majority of his career at the Cleveland Electric Illuminating Company (now FirstEnergy Corporation) where he achieved the status of senior electrical tester.  He is highly proficient in troubleshooting and maintaining electrical control circuits, data acquisition systems, capacitor bank equipment and protective relay systems.  Dave has spent the latter part of his career servicing the electrical control systems on large cranes, in addition to performing electrical substation equipment maintenance and testing on all voltage classes of equipment for Independent Testing and Maintenance, Inc.  He also specializes in voltage regulators, ground systems, cable testing and acceptance testing of all types of electrical power equipment.  During his career, Dave has earned seven patents related to mechanical security and acquired a second class FCC license.  He is proficient in welding and machining operations and is highly computer literate.  Dave joined TEST in January of 2007, and resides with his family in Hinckley, OH.
